二 | 以网约配送员、网约车驾驶员、快递员等为代表的新就业形态劳动者数量快速增长,为促进经济社会发展和服务消费作出积极贡献。为维护保障这些新就业形态劳动者合法权益,我市积极开展“撑起法治维权‘保护伞’ 维护保障新业态劳动者权益项目”,千方百计增强新业态劳动者的获得感、幸福感、安全感。           日前,辽宁省发布了2023年度法治为民办实事“十佳项目”名单,市人社局“撑起法治维权‘保护伞’ 维护保障新业态劳动者权益项目”从全省1332个办实事项目中脱颖而出,获评2023年度法治为民办实事“十佳项目”称号。

三 |            一直以来,抚顺市开展“遵法守法 携手筑梦”公益法律服务活动,组织机关干部、普法志愿者深入外卖、快递等新就业形态劳动者站点,开展政策宣传和法律援助服务。成立抚顺市快递行业工会联合会,采取自建、共建等方式加强工会驿站建设,解决了户外劳动者诸多“急难愁盼”问题。             市人社局、市总工会还联合举办“新就业形态劳动者温暖服务季”平台经济网络专场招聘会,提供众多就业岗位。通过微信公众号为外卖小哥、快递员、网约车司机、电商主播等平台从业群体举办线上专场招聘,发布企业信息,指导企业与新业态劳动者在合法公平、平等自愿、协商一致的基础上签订劳动用工协议。

四 | 多措并举维护新业态劳动者工伤权益,出台《抚顺市推进基层快递网点参加工伤保险工作实施方案》,维护快递员群体工伤保障权益,分担基层快递网点工伤事故风险。           同时,通过加大新业态从业者劳动保障权益执法力度,进一步畅通举报投诉维权渠道。持续开展集体协商维护新业态劳动者权益,指派优秀集体协商指导员,提供成功案例和成熟范本,加速推进快递行业协会集体协商机制构建。通过集体协商形成了《抚顺市快递行业集体合同(草案)》,并经职代会投票表决形成《抚顺市快递行业集体合同》文本,为工会维权“向前一步”作出贡献,为快递员擎起“权益保障伞”。

五 |            下一步,抚顺市将进一步强化组织领导,积极构建完善党委领导、政府主导、部门协同、社会参与的维护新业态劳动者权益保障的工作格局,着力推动形成党委政府部门、群团组织、平台企业、行业协会等协同共治的联动工作机制,推动出台相关制度文件,推动制定相关标准和工作指引,加大宣传力度,营造良好社会氛围,切实维护保障新就业形态劳动者权益,促进新业态规范健康持续发展,助力抚顺实现全面振兴新突破。                    责任编辑:李丹。
